What causes a profile to move to the top of the searches…?

I don't know why she keeps referring everone to the advertisers help when clearly it doesn't say help or I'm sure we wouldn't be asking again and again. I am getting irritated cause it's like the question which I've noticed has been asked by several providers, is being just straight ignored and it's messed up cause I stay on the back pages, I've yet to see me at the front so how is that fair?
